A CHARTER ORDINANCE EXEMPTING THE CITY OF ST. FRANCIS, KANSAS, FROM A PORTION OF K.S.A. 15-204 AND AMENDING SECTION 301 OF ARTICLE 1 OF THE 2015 CODE OF THE CITY OF ST. FRANCIS, KANSAS.

BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF ST. FRANCIS, KANSAS:

SECTION 1.         The City of St. Francis, Kansas, by the power vested in it under Article 12, Section 5 of the Constitution of the State of Kansas, hereby elects to exempt itself and make inapplicable to it, the provisions of K.S.A. 15-204 insofar as said statute may require that City Officers be appointed at the first meeting of the governing body in May of each year and amending Section 206A of Article 1 of the 2015 Code of the City of St. Francis, Kansas to read as follows:

SECTION 2.

BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF ST. FRANCIS, KANSAS, that Section 1-301 of the 2015 Code of the City of St. Francis, Kansas, be amended to read as follows:

“1-301      APPOINTMENT. At the first regular meeting in January of each year the mayor, by and with the consent of council, shall appoint a city clerk and city treasurer, and may appoint a city attorney, municipal judge, chief of police, and such other officers as may be deemed necessary for the best interest of the city. Such officers shall hold their respective offices until their successors have been appointed and qualified. All such appointments shall be entered on the journal of proceedings of the governing body. The duties and salaries of all appointed officers shall be fixed by ordinance.”
