A CHARTER ORDINANCE REPEALING CHARTER ORDINANCE NO. 3 ADOPTED APRIL 3, 1990 AND PROVIDING AN ONE-HALF MILL INCREASE IN FUNDING FOR THE OPERATION OF THE ST. FRANCIS LIBRARY.

BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF ST. FRANCIS, KANSAS:

SECTION 1.         The City of St. Francis, Kansas, by the power vested in it under Article 12, Section 5 of the Constitution of the State of Kansas and in reliance of the “library exemption” from the tax lid established by K.S.A. 79-2925(c), hereby repeals Charter Ordinance No. 3 adopted on April 3, 1990 and hereby provides substitute and additional provisions as are set out in this ordinance.

SECTION 2.         The Governing Body of the City of St. Francis, Kansas is hereby authorized and empowered to levy taxes in each year for the general fund and other city purposes subject to K.S.A. 79-2925(c) as to the rate of levy in any one year on each dollar of assessed valuations. Said provisions shall include all operations of the city except as provided by the provisions of Section 3 of this Charter Ordinance. The Governing Body may levy an amount necessary to meet the requirements of its adopted budget.

SECTION 3.         The levy for library purposes shall not exceed four and one-half (4½) mills.
